Another voice heard from....
Has anyone asked DNR if their access includes the public right to use
the road?
The local district manager at Sedro Wooley might have some info.
The other way to look would be at the Snohomish County Courthouse.  The
State owned land is either acquired or granted and would have deeds and
attached easements that you could look at.
