Perhaps I spoke too broadly.  Yes, the Yakima is open to salmon fishing, but
only in two areas below Roza dam.  The area that is most commonly fished for
trout has been (with the exception of 2000's limited spring chinook
fishery), and remains, closed to salmon fishing.  There have been no changes
to the North Fork Stilly's regulations because it is not and has never been
open to salmon fishing.  If  a river is not specifically identified in the
Special Rules section of the regulations as being open to salmon fishing (or
unless a special regulation change has been posted on the WDFW's web page)
then it is closed to salmon fishing.  The four fish humpy limit only applies
to the main Stilly below the confluence of the North and South Forks, where
the regulations specifically allow fishing for salmon (or at least for
humpies and chum, it remains closed for coho or chinook).  As I pointed out
above, the special regulations will often refer to "all game fish" which by
definition excludes salmon, which are defined as "food fish".
