as a kid we used to go out in the spring and net freshwater shrimp called "fairy 
shrimp".  This "activity" was in seasonal waters where water pooled up in the spring 
thaw and dried out during summer.

My guess is scuds would also have this ability of having eggs stay dormant in dry 
locations until it gets wet.

A college girlfriend used dried brine shrimp to feed the fish in her 
aquarium. An MS candidate in marine biology, she told me how brine 
shrimp eggs (larvae?) could live for long periods out of water in a 
sort of suspended animation, resuming their interrupted life cycle 
when reimmersed.

I wonder if that's also true for scuds?

If so, I like the seasonal ponds theory best (and also because I have 
a very hard time imagining WDFW planting scuds along with fish ;-).
