In my 10.2 System Preferences there is a pane called "Login". Whenever I try to access this, System Preferences unceremoniously quits. As I now have control over login preferences from "Accounts" and "Login Items" (now included in "Other" I suspect that "Login" is the legacy item from 10.1.5, which had been put back by the "Clean Install and Archive" option, and as such should be removed. Hmm. I don't have a pane called "Login" anywhere in System prefs but I do have "Login Items" in the Personal section. The only panes in "Other" are.... others.
My install was a new one but I later copied the Users directory and a bunch of other stuff over - a dirty install, I guess.
