It would seem that at least some modem settings have been changed under 10.2:

Discovering the difference between the settings might help work out
what's changed and thus what the cause of the problem might be.
Modem scripts are nowadays stored in /Library/Modem Scripts as text
files, so you might be able to find someone who can suggest some
alterations (Bob Howells might have some suggestions :)
