Problem with Date/Time Setting

System 10.15
Regardless of the fact that I have selected " Australian"in the 
International Preferences Date/Time settings my computer still 
insists on displaying the Month/Day/Year configuration and also 
remains "Greyed Out" when the Meneu Bar clock is expanded.
I just cannot get used the American setting! 
Help please anyone?!
