We had similar problems some time back. Checked with Telstra and they in turn tracked the problem to slaters in a junction box. They exude an enzyme that attacks the insulation on the wires. Do you have a junction box near you - a concrete rectangular "box" at ground level near the houseline.

You do not tell us what has happened in the middle ! ?

You are running 10.2.3 on a G4-400
which means you have at least updated your MAC OS
because 10.2.3 has only just arrived.

Assuming that NOTHING has changed on your phone line or at your ISP
this MIGHT mean you are using a different Modem Initialiasatiuon
SCRIPT.

Trevor's description about the PROCESS OF ELIMINATION is the
way to

So what was the Hardware and WHAT software were you using when you were
getting the better speed ?
