A google search suggests that this is indeed an issue with Netscape,
numerous sites point out that the script does not work on Netscape and
that older versions of IE give out the wrong date and time.

My suggestion is to just actually put the last-modified details into the
page manually.

Alternatively, if you're running Apache, then you could include the
following tag:
<!--# echo var="LAST_MODIFIED"-->
