While I didn't go and look, I'm *guessing* that this has to do with the US export restrictions on super computers. Apple had this problem when they announced the IIfx and at one stage even ran an ad-campaign complete with tanks to highlight the performance. So, while this is only a wild guess, that's where it comes from...
