mac email address

I notice some folks have a [EMAIL PROTECTED] address - how do I get one?
Is there a way to have a Mac email address without subscribing to .mac. 
For instance in my mail box there appears a mac account and my Westnet 
account. How do I use the mac account? Or is that a .mac thing?
