It is a firmware lock, designed not to be tampered with.  It was put forward 
by the Hollywood companies to stop DVDs being distributed in various markets 
at the same time ie normally you can buy a region 1 dvd from the US before 
the movie has been released at the cinemas here in Australia.

As for your dvd drive from the Vaio laptop, it won´t fit.  The eMac takes a 
standard 5 1/4" half height drive, with a standard ide interface and power 
connector on the back.  The Vaio is likely to havea slim line drive designed 
for a laptop (may be 1/2¨ thick), with a laptop-style connector that carries 
both the ide and power connector in one.  Unless of course it is an external 
DVD drive, but then you run the risk of breaking it when trying to pop open 
the case and removing the wiring.

Cheaper just to go an buy a standard DVD drive for it.  Around $140 will get 
you a Pioneer A07 burner (not sure if the new dual layer A08s are supported 
in OS X yet).
