putting images in email

I've been asked to send a series of 5 images in one pdf file only  
2mb  maximum. The images have to be A4 size. I can optimise them in  
Photoshop; but how do make a number of pages and keep the file size  
small? If I paste them into a word document; and then convert to pdf  
it's huge. so,

1) Is there a way to have a number of pages in Photoshop; or  
fireworks or Corel document.

2) Is there any way to keep the size at 2 mb for 5 pages of bw A4  
images?
