I imagine that's the H.263 codec Susan. It's designed to make high resolution files teensy. Squeezing down High Definition-ish content takes a lot of grunt I believe. I remember reading somewhere that new hardware will be required for professional level editing under the codec, at least, it will be to get the maximum benefits.

Even with a small film, it's possible the codec itself is labour intensive, hence the hour.
