I'd say Optus at this stage, as they have a better 3g coverage than Vodafone in Perth (which is woeful at best). Telstra really haven't stated what their plans are completely, but from what I have read around the traps you will have to buy a data pack on top of your regular call plan. Have a look on news.com.au today, as there is a guide on there.
