I had the same problem a couple of years ago with a Canon printer
which was about three years old. My tank became completely full and
was putting blotches on the printouts and eventually stopped working.
I took it to a Canon repairer and the cost to empty or replace the
tank was almost equivalent to the cost of new machine. I opted for
the latter and upgraded to a later model.

The manual to my Canon S520 mentions the waste ink tank but is not
at all helpful. It says:-
Under head cleaning -
"Avoid excessive head cleaning as this wastes ink and my result in
the waste ink tank becoming full at an early stage."
Under waste ink tank is the following also not helpful item
" The printer has a built in waste ink tank. Before the waste ink
tank becomes full contact a canon representative to have the waste
ink tank replaced. When the waste ink tank becomes completely full
printing will no longer be possible"
From these I suspect it is not possible for the average user to
either empty or replace the waste ink tank.
Not very helpful I am afraid but may add to the general store of
useless knowledge.
