I don't know if iVolume would be worth checking out. I imagine it will
only adjust Audio files though.
It requires "Sound Check" to be turned on in iTunes and iPods/iPhones.

"When you turn on Sound Check in iTunes, it creates a "iTunNORM" tag
in the file.
iVolume writes the info to this tag.
The iPod and iTunes read this tag to set the volume for the song."
