Need to know what web browser(s) you use, and what OS version... Safari, for instance, stores cookies in ~/Library/Cookies/Cookies.plist and they are in chronological order with 'Created' timestamp noted (however this is not in human-readable timestamp format). Perhaps something like http://ditchnet.org/cocoacookies/ could do the job (never used it myself...just found it via Google).
