Hi Walter,

Yes that is true, regardless of those software being installed.

If you switch the input to Internal Microphone (if it actually has
one) you will then see a response on the meter as you speak.
You would also be able to record that input using Audacity, Quicktime,
Wiretap etc.

If it does not have a microphone you could plug 'something' into the
'Line In' port to perform the above test.
Something that you *know* is sending output over it's cable.

Please note that audio input does NOT require Audacity etc. to be installed.
What it does require is that the device receiving the audio signal
(USB sound device, built in sound hardware, microphone etc) is
properly installed into the Operating System.
This is where I think your troubles lay.
