There are numerous Windows based applications for reducing file sizes. Google "image resizer" for no less than 1.5 million hits. There are free downloads which incorporate directly into the OS for image resizing. Alternatively, photo managing using Picasa (also a free download, if you Google it you'll find it) has the sliding scale for image resizing, allowing you to keep original untouched and various other settings. Both of these I use and they're trouble free in my experience over many years use.
To suggest buying a Mac to solve this issue is a bit extreme, not to say that the Mac doesn't do it well, but Mr Gates has somehow figured it out as well.
