Hi James,

I’ve just found time to re-read your email and noticed that the problem you are 
having is when forwarding an email that already has an attachment in it.

You need to forward the entire message as a separate attachment—so it’ll look 
exactly like it did when you got it.
So instead of choosing Message > Forward or clicking the Forward button, choose 
Message > Forward as Attachment. 
Mail converts the message to a .eml (email) file, which most email clients (Mac 
or PC) can read, and attaches it to your outgoing message.
