It IS the location for iWork "My Templates" in Snow Leopard. If you don't have a "My Templates" Then you haven't saved any templates in the default location. They are stored in the same location as in Lion & Mountain Lion
Did you look in the "Home" ~Library > Application Support > iWork folder?
