This will have some very big effects on the rules that may not be
immediately apparent. Weapons that spray low-damage bullets will after
the chance be far better, and no armour upgrades will protect against
them more than against high-damage weapons. Rate of fire * damage
dealt will then be everything, damage by itself will mean nothing.

I would instead add percentage reduction *in addition*, rather than
instead of, threshold reduction. Then each weapon upgrade can add some
of each, and in the future perhaps some upgrades can have just one of
them, allowing more choice.
