This will have some very big effects on the rules that may not be immediately apparent. Weapons that spray low-damage bullets will after the chance be far better, and no armour upgrades will protect against them more than against high-damage weapons. Rate of fire * damage dealt will then be everything, damage by itself will mean nothing. I would instead add percentage reduction *in addition*, rather than instead of, threshold reduction.
