I have talked to devurandom and he explained things like that: Ideally the aim is to get rid of mp.wz completely so the files from base.wz don't have to be replaced/overwritten by those in mp.wz. Therefore, anything that does not need to replace/overwrite the stuff in base.wz for MP is placed in base.wz. That means that only stuff that replaces/overwrites stuff in base.wz is in mp.wz.
