 A few tweaks for iViS.

 - Replace glBlend calls with iVis blending wrapper. Not as we will drop
 OpenGl soon, but this will allow to skip some unnecessary OGL calls.

 - Remove pie_NO_BILINEAR flag (unused from [2883]).

 - And replace it with pie_FORCE_FOG flag. This will take current fog state
 into account during blending. One particular thing is now equipped with
 this flag: semi-transparent structure baseplate (introduced in [6970]).
 This will prevent it from being visible through the fog in full strength.

 Unfortunately such method can't be used for power plant's circles. There
 also an idea to clip various effects (explosions, etc.) to visible tiles
 only... well, considering some cool artillery barrage... we can only clip
 effect to some height so explosions or smoke in the sky will still be
 visible.
