#1867: 2D ground features only visible when over random locations

 All of 2D ground features(craters, roads...) aren't visible in trunk, and
 that makes some maps look ugly. That should be fixed. However, they are
 visble when over some locations, whch seem to have nothing in common. I
 will attach screenshots of it. However, I have an instinct that tells me
 it has something to do with gateways and concrete tiles.
