#2066: wzmasterserver, reload files ip ban and badwords ban

The attached patch adds the abbility to wzmasterver to:[[BR]]
1.) Ban IP Addresses[[BR]]
2.) Ban Words from hostnames[[BR]]
3.) Reload MOTD, MOTD22 and banlists from files[[BR]]
Banlists can contain comments (start line with "#") and words have to be
comma separated.
The other changes are suggests by pylint, pylint suggested more but didn't
want to change to much.
It would be nice if that file is space indented and not indented by tabs.
I have tested this patch again with 2 clients, works fine for me.
