My summaries are user-facing summaries, telling them they can no longer use Cyclones. In the backend, I know never to remove an entry from a CSV file in the stats dir. When I say "remove", I generally mean "isolate from the research tree", though in this specific situation, I basically just renamed "Cyclone" to "Flak Cannon" and changed the graphics, sound effects, stats, and prerequisites accordingly.
