It does. It's intended to be consistent with the damage taken/done in
single-player skirmish also being dependent on the difficulty
modifier.

Whether modifying single-player skirmish is actually a good idea is
another matter... I don't really have an strong opinion on that
(didn't even know there was a difficulty level setting).

If stopping the damage modifier from modifying skirmish power levels,
then it should also be stopped from modifying damage levels in
src/combat.c, line 477/572, for consistency.
