#2864: Make texture compression optional

 Doing some short profiling on master, texture compression takes the top
 spot. Timing it (add an exit(0) in the LOG_FATAL handler instead of
 showing an error dialog, then running with --crash) shows the version
 without texture compression needing less than 5 seconds, with over 9
 seconds.

 This is on a system with Mesa where texture compression is done with
 libtxc-dxtn in software, binary drivers might not suffer this slowdown.
