#3098: configure.in lacks PKG_CHECK_MODULES call for quesoglc

It appeared when building on a ubuntu system, where quesoglc wasn't
installed.
Just failed in the middle of the build.
This is not just annoying, no manually look around which package is
missing,
but also can lead to unexpected problems on non-standard installations of
the GL libraries.
