As new structure is build the power of the structure should change color
from red to yellow to green.Here it is checked by building a command
center.
Tests Steps:
1.Run Warzone 2100.
2. Select the single player option.
3. Select the new campaign mode from the menu.
4. Select theengineering truck.
5. Select the build menu(f3).
6. Select the command center from the build menu.
7. Move the image of the Command center to check the valid position for
the construction.</p>
8. Build the command center over the valid position.
9. Move the cursor on the building under construction.
10. Check the color in the power meter of the building.
Actual result: The power meter of the building start from green color.
