Make Howitzer research similar to the Mortar research path
Too much of a Bombard preference in the tech tree for non-shared research games.
Bombard, Pepperpot, and Incendiary Mortar independently can get to the base
Howitzer now.
Thus Bombard is a requirement for the Ground Shaker, like how the other two
unlock a different Howitzer.
