Did you by any chance install this as admin and are trying to run it as a regular user? Might want to check your permissions?
i played with watir recorder++ a long while back and never had problems with watir not working after that. A suggestion though - try to stay away from the recording tools and get straight into writing your own scripts. Will make your tests more robust and you will have control of maintainability. If you are new to Ruby and Watir and not sure where to start, you might want to look at WatirCraft and start there. (http://www.watircraft.com/) Have not personally played with it but I hear you might be better off starting with it.
