I had that happen too, last week, when I was trying to get the latest FireWatir attach changes. :)
I think what I did to work around this was to edit commonwatir/manifest.txt and remove the line for "README.txt". I can't remember making any other changes so hopefully this was it. Then, "rake gems" would successfully build all three .gem files. I think I saw another complaint about the README file when installing the gems, but it was harmless.
