You can incorporate a feather if you wish. If you're in any doubt, you can consult the trademarks@ list, but right now that doesn't seem necessary.
We would need whoever creates the logo to do so under the Apache License. Our use of it would make it our trademark, and that is what would restrict its use more widely to describe other things than Apache Wave (i.e. allowed by copyright law, prevented by trademark law).
