To explain moderation - Every list at Apache has a number of people acting as moderators. Mails that the mail subsystem puts into moderation get sent to these moderators. Moderators can allow these mails by simply replying to them.
Currently, wave-dev has three moderators, myself being one (an ineffective one). We need more. If anyone is prepared to volunteer (likely requires vetting maybe 10 emails a day) - then let me know and I'll add you to the roster.
