The "copy" DnD is currently hardcoded in the wayland backend. There hasn't been
many attempts yet to standardize on how to communicate actions through the
exchanged mimetypes between wayland clients, but nevertheless it should be
possible to at least exchange the available/suggested/selected actions in local
DnD cases, which at least caters for the cases where we default to
GDK_ACTION_MOVE in the toolkit.
