that's the wrong question. Wayland is a protocol and though it does come with it's own C library (libwayland) that on its own is not much. You need a compositor to actually display anything, and then everything else around it. Let's use an analogy: HTTP is a protocol. So you might as well ask "what's the minimum setup that is possible with HTTP". That largely depends on what you want to be able to achieve. IVI has different requirements to a laptop desktop environment, so the minimum setup requirements are different.
