The situation where I remember the phrase "extenuating circumstances" being mentioned was in the episode "Dinner at Eight." It was when Andy wasn't eating all of his food and Opie was reminding him that he once said it was almost a crime for people not to eat everything on their plate. Opie then told him that the Scoutmaster had said if everyone thought that way it would be a better world. Andy said, something like "but "ope" there are extenuating circumstances..."
