Howard was definitely taller than Andy. He was a pretty tall guy (can't remember exactly -- 6' 3" or 6' 4"?). I would say Jack Dodson was the tallest cast member. The shortest? Opie when the show started! But you probably mean adults only, right? My guess would be Dick Elliott, our fat little mayor.
