Barney is the most obvious one since he jailed himself in the "Citizen's Arrest" episode. Otis was jailed many times. I'd say Allan Melvin but I suppose you mean characters and not actors. Aunt Bee, Opie, Mayor Pike, they were all jailed by Barney and appeared in more than one episode. That is all,I can think of for now. Will put on my thinking bucket and try to recall more if I can recall where I left my thinking bucket.
