In citizens arrest episode, gomer muttered that phrase directed at Barney after Barney gave him the ticket. Then gomer repeated it louder and said he wouldn’t take it back. A great scene! I’m assuming that it means several alley cats will soon be converging on you in the alley if they think you have fish. Just a guess.
