For the sake of completeness [ read a slip, grin ] the nav bar is also
called to be the pages thus:

the order of the includes in the individual pages:

1. <!--#include virtual="../admin/this_section.shtml" --> <head> must go
first

2. .recreation { <!--#echo var="THIS_SECTION" --> } <head><css>

3.<!--#include virtual="../admin/hnav.shtml" --> <body>

As I mentioned in the original post the css class could be called to, but at
this stage I am sticking to the KISS principle. Another reason, although
some of the sections have linked "global' style sheets there are some css
functions which can overide the nav bar function, so I want the embedded
style sheet to give precedence.
