On the Win2k box,
Control Panel -> Administrative Tools -> Computer Management
System Tools -> Local Users and Groups -> Users
In right panel, right click on Guest, choose Properties
Make sure "Account is disabled" is NOT checked and make any other
changes you want. Because my Win2k system is only connected to
my in-my-house LAN, I also check "User cannot change password"
and "Password never expired"

OK your way out, close windows. Now from the Win98 computer you
should be able to access any devices/directories you've shared
on the Win2k system. You may have to enter the password used on
the Win2k box when you're at the win98 box, but that's all it takes.
