Drew, Truth be told, DW:MX sticks it in there automatically when you tell it to make xhtml compliant documents. It's not really doing *anything* useful at the moment. But I believe were I writing my own dtd's and creating custom tags in xml, that would be necessary to start the xml parsing service (wow, that's a big assumption on my part, but that's the impression I get).
