You can "open" any page for editing in FrontPage. Doesn't necessarily mean that the site in question is insecure.
Try File>Open ... Enter "http://www.yahoo.com/" in the File Name field and open it. You get an "editable" copy of Yahoo's main page. But you're working with a local copy, and can't save it to the server.
