Um, stab in the dark: HTTrack[1] is an offline browser. Maybe they were using it to download a copy of their own site and edit it before uploading it again?
As to the abundance of crap links in the nav frame... who knows. Chalk it up to Stupid User Tricks. It looks like an attempt to spam the search engines. To what avail, I've no idea though.
