Things like this can just as easily be handled by a closed intranet
web application...  I've written similar.  As far as language, it's
completely up to you.  Classic ASP should be avoided, IMO.  PHP is a
bit more modern and very approachable, but still doesn't do a great
job of enforcing good programing practices and patterns (such as the
"Dont Repeat Yourself" practice or the "Model View Controller"
pattern).  If I were to take on that job, I'd do it in Ruby on Rails,
given the option, with a second choice of Java using Spring (die,
struts! die!) and Hibernate or PHP with a good framework like Cake or
BlueShoes.

If you've got a fair ammount of experience with a given dynamic web
language / database combination, you'll be able to do this.  If not
and you've got *lots* of time to burn and want to use this as a
learning project, it sounds like an excellent first project.

AFA pricing goes, talking specifics is against list policy and could
be construed as price fixing, which is pretty illegal, pretty much
anywhere in the world.  In broad terms, the common wisdom for a
consultants and freelancers seems to be: "How much do you want to make
in a year?  Divide that by 2080 (the number of work hours in a year)
and you've arrived at an hourly rate.  Apply that hourly rate to an
estimate of time it will take to complete a project or simply charge a
flat hourly rate per clock hour worked, and voila!".  That's how I
started off, at least.  Time and experience have caused me to arrive
where I'm at now.
