I'm not a newbie at web dev, in general, but I know this sounds like a dumb question -- seemingly such an easy thing.

I have a client who wants to send out an email announcement to their
subscribers. They want it to be HTML (a replica of the home page), but it will
need to also include text-only version for HTML option being disabled.

THE KICKER: They want to send it out using their client-side Outlook.

I have both versions created (the HTML part as a single image, because the
home page is compact and pixel-perfect design), and know about setting the
MIME type as "multipart/alternative", but can't figure out best way to create
the actual email for them to send out. I'm use to doing things
programmatically. (I do this with ASPMail with lots of db applications.) I need something that they can cut-n-paste into their email client. The more simple the better.
And, it must provide the text-only version ONLY if HTML setting is disabled.

Read one idea of adding it to Outlook at stationary file. That seems crude. I've not tested (don't have Outlook).

Any ideas? (I've been Googling and reading, but still haven't come across
a good solution.)
