The scanning engine for any decent AV package will run as a service rather than 
an application, so it'll be active no matter what state the computer is in. The 
bit that loads up when you double-click the icon is just the user interface. 

I imagine it's the same for most personal firewalls but as I wouldn't touch 
them with a bargepole I don't know for sure.

Start > Settings > Control Panel > Administrative Tools > Services will show 
you everything running in the background, so you can check for your programs 
there.
